Whitewood Creek FEMA Restoration Project

Whitewood Creek FEMA Restoration | Deadwood, South Dakota

Restoring Riparian Resilience, Access, and Civic Infrastructure

Following severe regional storm and flooding declarations, Whitewood Creek through Deadwood required urgent stabilization to mitigate flood hazards, address chronic bank scour, and safeguard critical public corridors under the FEMA Public Assistance disaster recovery framework.

Working within this complex regulatory and physical setting, we worked with partner engineers to integrate heavy civil flood mitigation with public access, pedestrian connectivity, and civic site planning directly across from our historic Powerhouse Park site.

The Challenge

Urban creek corridors in steep-sided mountain communities face compounding pressures during extreme runoff events. Along this reach of Whitewood Creek, stormwater outfall scour and high-velocity creek flows degraded the embankments, threatening adjacent municipal parking, pedestrian rights-of-way, and the long-term ecological recovery of the stream. The intervention needed to satisfy rigorous FEMA floodway requirements and hydraulic stability standards while enhancing safe public access down to the water and improving functionality for adjacent trailhead and parking facilities.

Our Approach & Scope

Engineered Creek Access & Bank Transitions:

Balancing natural stream ecology with public usability, we detailed designated creek access points that allow visitors and anglers to interact with the water safely without accelerating bank erosion or compromising the stream channel’s post-mining ecological recovery.

Wall Design & Grade Stabilization:

Addressed steep grade transitions between urban surfaces and the active stream corridor. We developed resilient retaining and bank wall solutions designed to withstand high-stage hydraulic forces, armor vulnerable edges, and integrate seamlessly with Deadwood’s historic and industrial architectural fabric.

Powerhouse Park Parking Facility Redesign:

Reconfigured and upgraded the main municipal parking facility across from Powerhouse Park. The redesign optimized vehicular circulation, improved ADA accessibility, and created clear, safe pedestrian links across the corridor—bridging parking with Powerhouse Park, the George S. Mickelson Trail alignment, and the creek margin.

Riparian Revegetation & Stormwater Integration:

Specified native riparian plantings, turf reinforcement mats, and outfall transitions to rebuild a resilient vegetative buffer, managing localized surface runoff while preserving long-term soil stability.

Project Impact

The completed project turns a disaster mitigation necessity into an enduring community asset. By pairing durable heavy civil engineering with landscape architecture and site planning, the corridor now protects city infrastructure against future 100-year flow events while restoring an accessible, legible public interface with Whitewood Creek
