What began as a consultation by our architectural partners about delaminating floor tile in the lobby turned into a comprehensive multi-year, multi-phased transformation to strategically address Safety, Accessibility, Function, and (energy) Efficiency of the late mid-century modern style landmark municipal facility.
The building had been designed in the late 70’s in an era that ushered in the newly established city manager form of government. And the design embodied the newly adopted open-access governance philosophy, characterized by inviting circulation paths and abundant natural daylighting. Outside the landscape was dominated by a significant Sculpture by Russo. Over time this sculpture - a water feature symbolizing the oil fields - had failed and was dilapidated. Lawn and mature trees adorned the site, which while not unfunctional, was not inspired either.
This project came about to strategically addresses S.A.F.E. strategies while embracing and honoring the original architectural spirit – reflective of the city’s commitment to open government.
A lot happened inside, and you can visit Stateline for their remarkable transformation of the facility. Outside we addressed the building’s facade by opening views but closing vehicular paths to the building. Rebar-reinforced bollards and strategically placed boulders enhance visual appeal and wayfinding while providing this essential crash protection. A new, illuminated entry sign offers a modern yet complementary aesthetic, framing the entrance and improving wayfinding. Finally, the art installation was strategically retained and thoughtfully enhanced; its deteriorating fountain base was replaced with a viewing deck and tranquil garden, creating a public space for reflection and appreciation, further providing moments of enrichment for the community's experience.
